Section 194J of the Income Tax Act requires TDS on professional or technical service payments. It applies to payments paid to professionals such as lawyers, accountants, doctors, technical experts, and directors (excluding those listed in Section 192). The TDS rate is 2% for technical services and certain royalties (such as cinematographic films), and 10% for professional services and other circumstances.
