You will also need to have decorated or renovated 30 homes for the villagers on your island in addition to meeting the other requirements listed above before you can gain access to this feature. Once you have completed this task, return to your home and speak with Tom Nook there. You will have the option to pay 9,000 Bells to decorate the exterior and interior of a neighbor's home if you so desire.

Keep in mind that you will need to wait 24 hours before these changes will take effect, and that you will be unable to change the size of the rooms in the house or add additional rooms to it. On your own private island, you will be able to use all of the items, furniture, and other options from the Happy Home Paradise DLC pack.
